  • Team Overview

    The Consumer Policy team is at the heart of Ofcom’s work furthering the interests of consumers. The team is part of Ofcom’s Consumer & External Relations Group, which works to empower and protect consumers. We focus on ensuring:

    •  There is widespread availability of key communications services;
    •  Consumers have clear and accessible information to make informed choices about the services they buy;
    •  Consumers can easily switch between providers enabling them to act on their choice;
    •  There is support for consumers who struggle to engage, especially those that are vulnerable; and
    •  Consumers are protected, including intervening with regulation where we think this can make a significant difference.

    Policy-making is a vital part of what we do at Ofcom. It involves understanding a problem and designing options and solutions to solve it. We know that great policy-making involves bringing together expertise and different perspectives to get the best result.

     

    Purpose of the Role

    We are seeking experienced policy managers to drive the delivery of Ofcom’s consumer policy programme and improve consumer outcomes in communications markets. The successful candidate will work in multi-disciplinary teams with economists, technologists, financial specialists and lawyers to develop policy in the industries we regulate and help make competition work for UK consumers and businesses.

    Requirements of the Role

    The successful candidate will be the policy lead and/or project manager on one or more projects or workstreams that will have a real, long-term impact on consumers.

    Policy leads identify policy problems, scope the analysis needed to answer them and work with their team to deliver improved consumer outcomes. This involves working with internal and external stakeholders.

    Project managers develop plans for the delivery of projects including by identifying resources, mapping the timetable, identifying risks, and providing editorial control of the internal documents that support our decisions, and of the documents we publish to set out proposals and decisions.

    The successful candidate will also champion consumer interests across Ofcom and contribute to other work supporting Ofcom’s corporate values.

    Skills, knowledge and experience

    • Policy development: understanding or experience of policy development within a regulated industry or government.
    • Project management expertise: experience of leading teams, running projects, defining scope and workstreams, owning timetables, and drafting and editing to ensure style consistency.
    • Analytical skills and experience: experience of applying analysis in policy development either by leading or contributing to data analysis, options development or economic analysis. Our policy colleagues come from a variety of different academic and career backgrounds, and have developed these skills in many different roles and sectors.
    • Written communications: the successful candidate will contribute extensively to drafting of internal and published documents, so written skills are important.
    • Oral communication: the individual will need to be a confident communicator. An ability to quickly build and nurture effective relationships both internally and with external stakeholders is essential.
    • Desirable - experience/understanding of a regulated sector: your role will be to help Ofcom understand the issues our stakeholders face and how regulatory solutions can address them. You may have experience of a regulated sector from an operational, commercial or regulatory affairs perspective.

    Qualifications

    We will be looking for evidence of candidates’ ability to solve problems that have legal, economic and technology dimensions, to explain their thinking effectively to different audiences and to deliver projects.
