  • Team Overview

    The Strategy and Policy team is part of our Strategy and Research group. The group is responsible for setting Ofcom’s strategy and providing an evidence base to ensure our work meets the needs of consumers. We work closely with the other teams and disciplines across Ofcom, helping them to tackle complex policy issues and building our understanding of how the communications market is performing.

     

    The Strategy and Policy team takes a long-term view, helps to identify Ofcom’s priorities and collaborates to help solve complex policy problems. We work on a diverse range of issues across the communications sector. The team works collaboratively with the rest of Ofcom to ensure we have a clear view of positive outcomes for consumers, and how Ofcom's work can support delivery of those outcomes.

     

    The key responsibilities of the team are:

     

    • Market and policy insight – maintaining Ofcom’s understanding of how the communications sector may develop in future, to inform our wider policy programme for consumers and businesses.
    • Delivering Ofcom’s strategic priorities – leading major projects that set the future direction of regulation in the sector. For example, our work to secure investment in full-fibre and 5G services.
    • Thought leadership on emerging policy issues – working collaboratively with the rest of Ofcom to define Ofcom’s position on new or cross-cutting competition, consumer, or public policy issues.
    • Ofcom’s corporate strategy – working with the Executive and the Board to help define Ofcom’s priorities, measuring delivery and working with others to understand and shape our future remit.

    Purpose of the Role

    Principals in the Strategy and Policy team can expect to lead a portfolio of projects, working collaboratively with other teams and disciplines across Ofcom. As a member of the Strategy and Policy management team, you will have responsibility for managing and developing junior colleagues.

    Your responsibilities may also cover: 

    • Leading policy development to determine Ofcom's position on strategic issues, by providing direction to multi-discipline teams, driving timely delivery and communicating recommendations.
    • Collaborating across the organisation on strategic issues, building up strong relationships with different teams and providing thought leadership.
    • Ensuring our strategic direction and policy work are communicated clearly and effectively inside and outside the organisation.
    • Contributing to the development of Ofcom’s corporate strategy and future planning, based on a strong understanding of Ofcom’s strategic priorities.
    • Understanding the implications of market developments in the communications sector and articulating the relationship between commercial and policy interests.

    Skills, knowledge and experience

    We are looking for candidates with an appetite for working on, and taking creative approaches to, challenging issues, with an ambition to shape and influence Ofcom's key decisions. Candidates must show commitment to supporting junior colleagues and playing an active role in the management of the team.

    The essential requirements for the role include:

    • The ability to manage a varied and changing workload, and to quickly pick up new briefs.
    • The ability to form, lead and motivate project teams to deliver high quality work in a timely way.
    • Experience of leading policy development, including setting direction and undertaking high quality analysis.
    • A clear understanding of the purpose and role of regulation in the communications sector.
    • Demonstrating excellent people management and developing colleagues so they can reach their potential.
    • Experience operating at senior levels in an organisation, working with and influencing internal and external stakeholders.
    • Positive approach to collaboration, incorporating multiple perspectives and involving colleagues from different disciplines to solve problems.
