    Ofcom is the independent regulator and competition authority for the UK communications industries. We regulate the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate. Since April 2017 we have also been the regulator of the BBC. The sectors we regulate have seen and continue to see rapid change. This is in the form of the deployment of faster broadband networks or the uptake of new TV services and devices which are rapidly becoming common for many consumers.     Reporting to the Group Director of Corporate Services, the Human Resources Director is part of Ofcom’s leadership team. The role will sit at the heart of our mission of ‘Making Communications work for everyone’. The role holder will be central in attracting the best talent, developing organisation capability for now and the future and embedding a culture aligned to Ofcom’s values and strategic objectives. They will develop Ofcom’s people strategy and work with the organisation's senior leadership team to translate its people and cultural change strategy into sustainable plans that deliver its strategic ambitions whilst supporting senior stakeholders in attracting, retaining and building a diverse and inclusive workforce to better reflect the UK population that we serve. The HR Director will also act as head of profession for Ofcom’s HR community.

    Purpose of the Role

    The HR Director is accountable for:

    • The development of Ofcom’s people strategy and organisational design to ensure that Ofcom has the skills and capabilities to meet current and future strategic objectives.
    • Translating this strategy into robust, deliverable and sustainable plans to attract, retain and develop the best talent to achieve their full potential.
    • Supporting and challenging the organisation to build and develop its long-term capacity and capability through engagement and culture and transformational change, reward and recognition.
    • Working with the Senior Management Team to ensure that Ofcom has an engaged, skilled and motivated workforce.
    • Driving and supporting the Ofcom leadership to create an inclusive organisation, delivering on the Ofcom diversity and inclusion plan, working wit the business and diversity networks to engage all stakeholders to facilitate sustained cultural change
    • Building leadership capability throughout Ofcom and championing the development of talent in Ofcom by implementing robust talent management and succession planning.
    • Developing and leading a business-focussed HR function, providing direction, motivation and leadership to colleagues within the team to allow them to reach their full potential.
    • Ensuring that the function and operational delivery of Human Resources across Ofcom is fit for purpose with processes, policy and procedures to ensure the organisation is supported through ‘silent running’
    • In conjunction with Ofcom’s leadership team, embedding ‘Strength to Strength’, Ofcom’s organisational change programme.
    • Operating as the HR Business Partner for the Senior Management Team, developing a relationship of confidence and trust based on expert advice and support on a range of strategic people issues



    •  The HR Director will lead, shape and deliver Ofcom’s people Strategy
    • As a member of the Policy and Management Board (the decision-making body at executive level), Operations Board and Remuneration Committee, the HR Director will work collaboratively with other senior colleagues to ensure that Ofcom takes a coordinated and strategic approach to policy making, providing independent perspective on the organisation’s policy development.
    • As a member of the Ofcom leadership team you will contribute proactively to the overall leadership and performance of the organisation.
    • As a senior leader you will build collaborative relationships across teams and will take an active role in shaping and delivering cultural transformation  
    • The successful candidate will inspire, motivate and develop the HR team at Ofcom to ensure they have depth and strength of talent to deliver the People Strategy.
    • As a member of the Corporate Services management team you will be a key part of the leadership of Ofcom’s Corporate Services working with other Corporate functions (IT, Finance and Facilities, Governance, Agile) to develop and deliver efficient and effective corporate services to support Ofcom in delivering its mission.

    Requirements of the Role

    You will be a highly experienced HR or L&D professional with the ability to balance operational and strategic HR priorities and act as an agent for change. You will have:


    • Strategic vision with a proven track record of developing and setting people strategy in a fast-changing organisation with a varied workforce facing differing talent development challenges
    • Significant experience of acting as change agent in organisational design and development programmes, successfully supporting an organisation that is going through change.
    • Ability to deliver operationally in a complex environment, leading multiple complex projects simultaneously and at pace. Able to identify priorities, direct resource accordingly, and deliver excellent outcomes in a timely and agile fashion.
    • Demonstrable sound understanding of and judgement in HR practice and legislation and experience of instilling robust processes.
    • Track record as an inspiring and visible leader, able to demonstrate a record of building and managing high performing, diverse, multi-disciplinary teams.
    • Strong analytical skills; able to assimilate a vast array of complex issues quickly and synthesise data
    • Good financial control skills
    • Experience of operating as a corporate leader, working effectively and collaboratively as part of the senior leadership team, influencing senior colleagues and adding value at both a strategic and operational level.

    Skills, knowledge and experience

    • Excellent interpersonal and communication skills, engaging effectively and inspiring internal and external stakeholders, building and maintaining effective working relationships across Ofcom;
    • Ability to take the initiative to lead and deliver organisation-wide projects
    • Agility and flexibility to build constructive working across organisational boundaries.
    • Good communication, influencing and listening skills and a proven ability to work collaboratively and sensitively as part of a senior management team in a complex organisation
    • Excellent creative, analytical and problem-solving skills with the ability to translate business requirements into deliverable and pragmatic solutions;


    • Relevant senior level experience in an organisation of similar size and complexity
    • CIPD Chartered Fellowship or willingness to attain this level

    • Excellent Leadership skills: You will need to demonstrate that you can actively lead and contribute to the leadership and direction of the organisation as it anticipates and responds to changing demands. You will have previous exposure to leading organisation change programmes, including leading development programmes for colleagues and wider leadership teams; coaching and supporting senior colleagues to model professional excellence.
    • Collaboration and communication skills: We have a strong culture of collaboration. You will be expected to exercise good verbal and listening skills to get the best out of your team, and the range of colleagues and stakeholders that you work with. You will need to communicate convincingly and with authority to a variety of stakeholders at Board level and below. You will be expected to maintain and enhance links across the organisation. You will have effective influencing and negotiation skills in an environment where resources may not be in your direct control.
    • People management skills and the ability to inspire and empower colleagues: We are looking for an inspiring leader. You will have experience of developing colleagues through a leadership role as well as managing people directly in your team. You will have exceptional leadership skills with the ability to develop and communicate the team’s vision that inspires and motivates colleagues and aligns to Ofcom’s strategy. You will motivate and empower colleagues to play their part in the success of the team.
    • Agile working style: An important part of the role is the ability to take on a wide portfolio of projects and ensure that they are appropriately resourced, consistent with our organisational priorities. You will need to be responsive to the changing needs of the organisation, Chief Executive and the Board and be proactive in anticipating workload peaks and resourcing challenges. You should be comfortable building rapport at all levels of seniority and fostering effective working relationships within multi-disciplinary teams.
