  • About the Job

    Ofcom is the independent regulator and competition authority for the UK communications industries. Ofcom regulates the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate. Since April 2017 it has also been the regulator of the BBC. The sectors it regulates have seen and continue to see rapid change. This is in the form of the deployment of faster broadband networks or the uptake of new TV services and devices which are rapidly becoming common for many consumers. This serves to make Ofcom a stimulating place to work for those looking for an intellectually engaging environment.

     

    Reporting to the Chief Executive this is a new role which will have overall responsibility for ensuring that Ofcom remains at the forefront of understanding the implications of technology developments across the telecoms and media sectors. The role will lead our central technology team as well as acting as head of profession for our broader community of technologists who perform a range of roles in teams across the organisation. This position will provide an important challenge function helping to consider the important and varied technology related issues which are major part of Ofcom’s policy work.

    What you will be doing

    • As a member of the senior management team he/she will lead, shape and deliver Ofcom’s overarching strategy and contribute effectively to the overall leadership and performance of the organisation.
    • As a member of the Policy and Management Board (the decision-making body at executive level), will work collaboratively with other senior colleagues to ensure that Ofcom takes a coordinated and strategic approach to policy making.
    • The successful candidate will be required to build, lead, inspire, motivate and develop high calibre teams across Ofcom to ensure they have depth and strength of talent to deliver the collective work plan. A key focus for the successful candidate will be to show that he/she can grow and strengthen the central technology team.
    • Ensure that Ofcom are equipped discharge our growing duties relating to cyber security by leading and developing the new team who will be undertaking our work in testing, assurance and enforcement in this area.
    • Subject areas include the evolution of fixed and mobile broadband networks, understanding the options for improving mobile coverage, the resilience of critical national communications infrastructure and potential cyber security risks in Ofcom’s sectors.

    Essential Skills / Experience

    • In-depth and up to date understanding of current and emerging technologies and their strategic implications in the telecommunications and media sectors which Ofcom regulates.
    • A personal network and reputation consistent with Ofcom’s aim of being at the leading edge of the communications industry and technology understanding
    • Substantive and significant track record of leading and managing multi-disciplinary teams, as well as ability to instil robust processes; adept at identifying priorities and directing resource accordingly.
    • Highly analytical; able to assimilate a vast array of complex issues quickly and synthesise data.
    • Inspiring leader, with an outstanding track record of building and managing high performing, diverse teams.
    • Significant experience of operating as a corporate leader and working effectively and collaboratively as part of the senior leadership team in an organisation facing critical business or public policy challenges.
    • Demonstrable experience of working with, and influencing, senior colleagues and a track record of adding value at both a strategic and operational level.
    • Strategic vision, as well as ability to manage multiple complex projects simultaneously and at pace.
    • Ability to build and maintain effective working relationships across Ofcom; readily taking the initiative to ensure flexible and constructive working across organisational boundaries.
    • Experience of successfully leading an organization that is going through change.
    • Ability to identify priorities, direct resource accordingly, and deliver excellent outcomes in a timely and agile fashion.
    • Excellent interpersonal and communication skills, and the ability to engage effectively and inspire a wide range of internal and external stakeholders.
    • An understanding of corporate governance and experience of working effectively with a board composed of a majority of non-executives and non-executive advisory committees.

    Qualifications

    • Graduate calibre, with significant relevant senior level experience.
    • The successful candidate will be required to undergo the UK Security Vetting’s developed vetting security clearance.
