About the Job

Ofcom is the communications regulator in the UK. We regulate the TV and radio sectors, fixed line telecoms, mobiles, postal services, plus the airwaves over which wireless devices operate. We employee approximately 860 colleagues in 6 principal offices across the UK, with the majority of our colleagues (approximately 700) based at our London headquarters. Although our workforce is principally office based, we have a team of approximately 60 engineers and enforcement staff who are based across the UK, whose work exposes them to specific, acute risks e.g. driving, working at heights. Additionally, we have a consumer contact sentre in Warrington and a team of colleagues based at our headquarters at Riverside House who are responsible for overseeing content standards in television and radio. Each team presents a unique set of health and safety issues for you to manage. Some of our work requires some overseas travel, principally within Europe and occasionally internationally. The organisation is currently undergoing a significant change programme as it moves to a more agile (hot desk) working environment. This involves a substantial cultural change programme, enabled by the re-design and refurbishment of our offices.

 

Ofcom is seeking an experienced and qualified Health & Safety Manager to join the organisation at this exciting time. You will be responsible for driving the development of the Health and Safety management framework as the organisation moves through a period of unprecedented change. You will have the opportunity to engage with colleagues across the organisation, including members of the Senior Management Team and the Board. The role is part of a small risk team which has broad range of responsibilities including operational risk, information security, health & safety, crisis management, business continity, personal and physical security. You will have experience of having worked for an organisation that has undergone a transition to agile working and that has a field based work force.

What you will be doing

  •  Overall day-to-day management of the Health and Safety framework within the organisation, ensuring compliance across the business
  • Monitor, evaluate and review Health and Safety policy and practice, make recommendations and implement new policies and procedures as required
  • Be a subject matter expert and promote a culture of awareness across the organisation
  • Establish yourself as a valued business partner across the organisation
  • Take the lead on setting and delivering the agenda for Ofcom’s Health & Safety Committee, providing input and papers as required
  • Provide reports as required to Ofcom’s governance structure, including the Operations Board, the Senior Management Team, the Risk & Audit Committee and the main Board
  • Lead and co-ordinate teams of fire marshals, first aiders and posture assessors
  • Develop and maintain appropriate internal audit programme
  • Identify training needs for colleagues and deliver training as required with assistance from internal/external bodies
  • Deliver health and safety briefings as part of the corporate induction process and as required
  • Ensure that contractors and third party suppliers are appropriately vetted, and risks effectively controlled
  • Technical support, advice and guidance to managers on legal compliance and best practice
  • Monitor and evaluate changes in legislation and benchmarks to ensure continuing best practice
  • Investigate serious incidents to address circumstances, causation and reasonable improvements
  • Responsible for the corporate and built environment
  • Liaise with enforcement bodies and insurers

 

Essential Skills / Experience

  • Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration
  • Ability to work autonomously, take ownership of the functions and to prioritise with strong organisational skills, operating flexibly in a dynamic environment to anticipate issues and meet deadlines.
  • Previous experience of designing/implementing/maintaining a health and safety framework in an agile work environment
  • Previous experience of working in an organisation which has a technical field based workforce as well as conventional office-based staff  
  • A track record of undertaking strategic reviews and making recommendations to senior management.
  • Able to solve complex problems and provide innovative solutions, whilst demonstrating commercial and strategic awareness
  • An excellent relationship builder, able to coach, influence and build collaborative partnerships across the business
  • Excellent management of stakeholders including colleagues, suppliers, landlords and agents
  • Excellent presentation, communication and influencing skills
  • The ability to communicate technical issues in a clear and concise manner to a wide range of stakeholders
  • Strong interpersonal skills, enjoying working with diverse stakeholders and business units
  • Develop, implement and improve management systems such as OHSAS 18001 and ISO 14001
  • Knowledge of CDM (Construction, Design & Management) requirements and project management.
  • Experience of working in a multi-site environment.
  • Five or more years’ experience in a health & safety management role
  • Good knowledge of Word, Powerpoint and Excel
  • CMIOSH

 

Desirable Skills / Experience

  • Consultancy background
  • Experience of Radio Frequency safety and working at heights
  • Previous experience in crisis management, business continuity planning or physical security
  • Understanding of contracts and Service Level Agreements
  • Excellent Microsoft Office application skills
  • Knowledge of SharePoint

 

Qualifications

  • Educated to degree level or able to demonstrate equivelant knowledge
  • NEBOSH Diploma
