The Market Research team are responsible for providing a deep understanding of consumers and citizens in the markets we regulate. Market Research is essential to Ofcom's role as an evidence-based regulator. Our research informs strategic, policy, and operational decisions. Our market research projects cover a wide range of topics and methodologies and we collaborate with independent research agencies to conduct primary research, using quantitative and qualitative methodologies.


As Director of Market Research, you will be accountable for developing and delivering our research programme, leading a team of around 20 colleagues who are committed to working together to conduct high quality research that makes a real difference to consumers and to our stakeholders.

What you will be doing

This is a highly influential role with responsibility for £6m budget and a team of 20 researchers.


The key objectives of the role are to provide Ofcom with high quality, appropriate and timely insights through consumer-focused research, ongoing monitoring and interpretation of market developments and industry trends.


This involves:

  • Coordination of a range of continuous and adhoc surveys to deliver consumer and market insight across the communications sector
  • Delivery of complex, leading edge research and statistical analysis to assist with policy decision-making on a range of issues, often to extremely tight deadlines and under intense public scrutiny
  • Building relationships with senior stakeholders, both within the organisation and externally across the communications sector, raising the profile and credibility of the Market Research team
  • Identifying insights from colleague and stakeholder surveys, presenting results to all levels of the organisation and working with relevant teams to operationalise results and drive change
  • Strong leadership skills – role modelling our values

  • Effective management of resource and budget
  • Thought leadership and innovation in terms of methodologies and approaches (e.g. trials, working with academics)

The job-holder will also be a member of the Consumer Group management team and Ofcom’s Leadership Team. S/he will be expected to play a full role in the broader corporate leadership of the Group and Ofcom as a whole.

Essential Skills / Experience

  • An experienced market research professional, with strong technical research and people management skills
  • Strong team leader, ability to coach and mentor team
  • Extensive quantitative research experience, preferably gained in a large agency environment
  • Experience of the role and application of qualitative research experience
  • Proven experience working with a range of internal and external stakeholders
  • Excellent analytical skills – ability to interpret data and apply findings to policy issues
  • High quality communication skills - able to build effective working relationships at all levels and explain technical concepts to a non-expert audience
  • Experience of planning/resource allocation and budget management
  • Experience of implementing and maintaining quality standards and ensuring methodological rigour
  • Relevant sector experience – telecoms, tv, radio, post or internet
  • Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration

Desirable Skills / Experience

  • Client and agency side experience in the market research sector
  • Experience of procurement best practice in the public sector
  • Good working knowledge of statistics
  • Experience of the use of research data in economic analysis, and relevant research techniques
  • Knowledge of behavioural economics and other specialist experimental or advanced techniques


  • Market Research Society or ESOMAR membership
