About the Job

Ofcom is working with Government and industry to deliver a large infrastructure programme to make changes to the UK’s TV transmission network that delivers Freeview and to other terrestrial TV services. This is so that the UK can free up spectrum for mobile services and thereby enjoy better 4G and potentially 5G mobile services.


The delivery of this exciting, complex and multifaceted programme of work commenced in early 2016. It has a budget of over £250m and is expected to continue until delivery is completed in 2020.


We are recruiting a hands-on, delivery assurance programme manager with direct experience of working at a high level in a broadcast or mobile telecommunications infrastructure field, with the necessary drive and keen attention to detail required to support the Programme Director in managing this high-profile programme.


This is intended as a London-based full-time role for a fixed term of 2 years, with possibility of extension. However, Ofcom is moving to Agile ways of working and other arrangements may be considered.

What you will be doing

  • Assuring the delivery of the programme and performing Quality Assurance on the status reported by the Principal Contractor across 1,000+ broadcast network sites to time, cost and quality, ensuring the efficient and effective use of public funding, whilst avoiding undue disruption to viewers
  • Anticipating risks and finding solutions in collaboration with a range of internal and external stakeholders
  • Leading the day to day relationship with programme stakeholders in Government, the TV industry and Ofcom
  • Reporting to Ofcom and Government senior management on progress with the programme and any issues arising
  • Co-ordinating and overall management of internal and external audit of the programme and follow up action plans
  • Coordinating the efforts across a range of work streams in Ofcom
  • Tracking risks, dependencies and progress against programme milestones
  • Co-ordinating and assisting with the management of the Ofcom resources that are contributing to the programme
  • Working alongside Ofcom’s Project Management Office (PMO) for the programme


Essential Skills / Experience

  • High energy and agility, with the determination to get things done
  • Significant experience managing major change programmes at a senior level within the broadcast or mobile sectors is an absolute requisite for this role
  • Successful record in managing risk and dealing with set-backs in a major delivery programme
  • Good relationship manager, experienced in achieving desired outcomes in complex situations through influencing and negotiating
  • Clear analytical thinker, problem solver and ability to resolve issues
  • Able to drive the delivery of project milestones by uncontracted third parties
  • Clear ability to inspire trust in external stakeholders, understand them, anticipate their concerns and find solutions when there are diverging views between organisations
  • Strong planning skills
  • Team player, used to working collaboratively in multidisciplinary teams and to bringing together people with different perspectives, priorities and ways of working to serve a common purpose and resolve conflicts. You would be joining a fast-paced project that has been running for over 2 years, so an ability to integrate rapidly into an existing team, with established processes, is essential
  • Excellent communications skills at all levels, from communicating succinctly with senior management about progress and issues, to discussing more detailed points with team members internally and externally

Desirable Skills / Experience

  • Experience of working with Government on project delivery at a similar level or on projects with a significant public policy dimension
  • Experience of a similar role in the TV or telecommunications industry


  • Educated to degree level, or able to demonstrate equivalent knowledge
  • Professional qualifications in project management are a bonus but abilities and achievements are more important
  • Qualifications and experience in an IT project management background are unlikely in themselves to be relevant for this role
