Overview:

 

Ofcom exists to make communications markets work for everyone. Markets work well for consumers when providers compete to provide choice and innovative services, at prices that consumers are willing to pay. In order for consumers to gain the benefits of competition they need to be able to exercise informed choice.

 

The consumer policy team develops policy to empower and protect consumers by ensuring that:

  • consumers have clear and accessible information so that consumers can make informed choices;
  • there is easy switching between providers so consumers can act on their choice;
  • there is additional, targeted support for consumers who struggle to engage, especially those who are vulnerable; and
  • policies are in place to protect consumers when things go wrong.  

Our work provides an opportunity to shape and deliver changes in the communications market that have a direct and immediate impact on consumers and to work closely with colleagues across Ofcom, and with external stakeholders including industry and consumer representatives.

What you will be doing

Responsibilities:

 

Policy managers in the consumer policy team are responsible for driving the delivery of Ofcom’s consumer policy programme. They manage multi-disciplinary projects and work packages to improve consumer outcomes in communications markets, and champion the consumer interest in policy work across Ofcom.

 

As a policy manager in the team you will be:

  • managing multi-disciplinary project teams, defining the work’s scope and ensuring resources are allocated and used effectively, and managing outputs, team performance, timetables and risks;
  • leading policy analysis to deliver improved consumer outcomes, including compiling and assessing evidence to identify issues, developing options for policy interventions, and frameworks to assess the relative benefits of different types of intervention;
  • securing internal buy-in to policy projects, including by managing through Ofcom’s governance processes;
  • drafting a broad range of internal and external documents, including published policy documents;
  • developing and maintaining effective stakeholder relationships, including preparing and leading external meetings and negotiations; and
  • championing the consumer interest across Ofcom, contributing to policy work and other projects across the organisation.

Essential Skills / Experience

  • Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration
  • experience of delivering outputs to challenging deadlines,

  • able to demonstrate good time management and prioritisation skills and a proven ability to plan and organise your own work;

  • sound judgement, creativity and depth of thinking, making timely and well-reasoned decisions informed by Ofcom’s strategic priorities;

  • ability to analyse complex information and to make arguments in an accessible and easily understandable way;

  • ability to adapt, develop and apply analytical approaches to new issues, showing flexibility in light of new information;

  • excellent written and oral communication skills, able to present arguments clearly internally and externally and to write clear concise documents to tight timescales;

  • ability to quickly build and nurture effective working relationships;

  • a demonstrable understanding of other disciplines (e.g. legal and economic) sufficient to ask pertinent questions, challenge input, defines tasks and influence outcomes;

  • evidence of the ability to build and develop effective stakeholder relationships;

  • appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration.
