About the Job

Ofcom is the independent regulator and competition authority for the UK communications industries. We regulate the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate.


We are looking for a strong people manager to lead an established PMO team.  The teams ongoing strategy is to promote and continue the creation of a centre of excellence for project management within the Spectrum Group. The ideal candidate will inspire and lead the team in providing a more robust approach to project management through clear governance processes and procedures, and to support efficient and effective delivery of projects within the group.

What you will be doing


  • Management of established PMO team to support Spectrum Group projects;
  • Provide clear direction and leadership to the PMO team;
  • Ensure project management processes across Spectrum Group are fully aligned;
  • Maintain the Spectrum group handbook and sharepoint site containing project tools and guides. Continually improve project management standards in Spectrum Group and ensure Ofcom alignment.
  • Provision of project(s) Management Office services to within Spectrum Group, ensuring best practice and, where necessary, providing team training.Support new projects and project managers with governance and risk management guidance, including defining and capturing any risks and issues the programme faces, resulting in a clear set of risks, assumptions and dependencies which need to be considered in order to successfully deliver the plan.
  • Support projects through a rigorous examination of project plans to ensure that they can be delivered to plan;
  • Report on the ongoing status and health of the projects within the Spectrum group portfolio; providing a central information hub including:
  • Plans and forecasting including dependency management
  • Track and report on deliverables, monitor and challenge project performance.
  • Risk management – escalating where appropriate
  • Information management and reporting to governance as defined
  • Document & library management (Sharepoint);
  • Financial reporting;
  • Lessons Learnt;
  • Quality assurance to projects.


  • Working with other Ofcom Group PMO teams to share best practice and information
  • Work with and provide information to Ofcom Planning and Performance Team as required.
  • Ensure smooth transition from the project to business as usual operation.
  • Ensure the PMO function integrates with other relevant Ofcom processes.
  • Ensure that projects are closed in an orderly fashion and that any learning is captured and disseminated for the benefit of future projects.



Essential Skills / Experience



  • Experience of implementing PMO frameworks and processes and managing the required cultural and business changes to make these effective;
  • Providing PMO services to projects or programmes and implementing best practice
  • Proven ability to positively challenge and shape PMO activities to deliver continuous improvement
  • Excellent interpersonal/communication skills with professional staff, senior level management.
  • Experience of scoping complex projects, ideally with a technical or ICT component.
  • Excellent reporting and communications skills
  • Demonstrate wide experience of project delivery
  • Experience of managing others and working in multi-disciplinary teams
  • Excellent organisational skills
  • Able to work in a high pressure environment
  • Able to take initiative, work independently and able to work to deadlines
  • Clear analytical thinker, problem solver and ability to resolve issues
  • Strong interpersonal skills to assist in working in a flexible and multidiscipline team environment
  • Collaborative working style
  • Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration


Desirable Skills / Experience

  • Experience of working in a wireless and/or radio spectrum management setting;
  • Knowledge of the regulatory environment and spectrum management.


  • Educated to degree level or equivalent experience
  • Project management qualification (preferred)
