About the Job


Ofcom is the independent regulator and competition authority for the UK communications industries. We regulate the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate. We are looking for a talented individual to join the Spectrum Management and Authorisation team within Ofcom’s Spectrum Group. The Spectrum Group is responsible for ensuring the radio spectrum is used in the most effective way possible, and the Spectrum Management and Authorisation team plays an important role by:

  • Providing specialist expertise on use of the radio spectrum by range of applications, including space and science applications;
  • Leading on, and participating in, a wide range of policy projects that aim to improve the efficiency of spectrum use;
  • Engaging with spectrum users to understand their changing needs; and
  • Representing the UK at international bodies dealing with spectrum, including managing UK satellite filings with the ITU.

What you will be doing

  • Leading and / or contributing to policy projects that promote optimal use of spectrum, such as implementing Ofcom’s spectrum strategy, developing new types of spectrum licences and investigating new ways of sharing spectrum;
  • Representing the UK in ITU working groups and/or CEPT project teams, including those dealing with satellite and space science issues;
  • Supporting Ofcom’s satellite filing work;
  • Providing advice to colleagues that issue spectrum licences, including those for satellite earth stations and fixed links;
  • The role will involve some international travel however the frequency and extent of this can take account of individual preferences.

Essential Skills / Experience

  • Experience in the field of satellite communications or space science;

  • Strong analytical and radio spectrum engineering skills;

  • Ability to plan and lead work, delivering it to time, cost and quality expectations;

  • Strong communication and presentation skills, including the ability to explain complex topics and represent Ofcom’s position in discussions with stakeholders;

  • A team player who builds effective relationships and values others’ views and ideas.

Desirable Skills / Experience

  • Knowledge of the ITU Radio Regulations, including the rules for coordinating satellite networks and systems, would be an advantage but we are happy to provide training and support for those without this background.


  • Likely to be educated to degree level or equivalent, preferably in Engineering or related subject.
