Following several years of evolution, development and investment Ofcom’s Commercial Team provides valued and effective commercial and procurement support to the business. The team has significant commercial influence and plays a key role in ensuring Ofcom continues to operate efficiently and delivers value for money. 


As a Statutory Corporation, Ofcom is subject to public procurement regulations and therefore adherence to these regulations and guidelines is essential. Whilst Ofcom has its own procurement policies and processes the Commercial Team also works collaboratively with other public bodies and organisations where there are benefits in doing so. As such, the role requires comprehensive knowledge of Ofcom’s organisational structure and governance and the ability to represent Ofcom effectively ensuring that interests are protected.


As Ofcom’s priorities and workplan develop the role is critical in ensuring that the procurement function is appropriately positioned and structured to meet new challenges. The role will also require proactive monitoring of progress on UK Brexit discussions as they relate to procurement legislation. Any required changes to Ofcom procurement policies will need to be addressed in a timely and effective manner in collaboration with the business.


Working as part of the Commercial Team and reporting to the Head of Commercial, the Principal Procurement Manager will provide professional and effective procurement and commercial support to the Business, with a particular focus on the ICT category. In addition, the Principal Procurement Manager will provide formal cover for the Head of Commercial as well as having line management responsibilities for the Commercial Systems and Data Analyst and one Senior Procurement Manager.


The role will be responsible for strategic sourcing (particularly for more complex and high spend projects), tendering, negotiation and contract implementation across the full spend portfolio in addition to building strong relationships with cross-functional Ofcom teams. The role will require particularly close working with the ICT Director and Head of ICT Vendor Management. Current costs, controls and processes are to be continually analysed and optimised. Contributing to the development and improvement of the commercial skills of the Commercial Team, the Principal Procurement Manager will help drive continuous improvement activity. The role will, in addition to business as usual activities, focus on the more complex and strategic procurement projects, requiring a very high level of procurement planning and management and interfacing with the Business at the highest levels.


The Principal Procurement Manager reports directly into the Head of Commercial, who is part of the Finance and Facilities Management Team sitting within the Corporate Service group.


What you will be doing

Supporting (and covering for) the Head of Commercial in the provision of professional commercial and procurement services to the Business. Acting as the commercial lead for the ICT category.


The role will be responsible for the following:


  • Leading the procurement of the ICT category
  • Effective implementation of procurement best practice to deliver first class procurement and commercial services to the Business

  • Provide support to and cover for the Head of Commercial

  • Identify and deliver cost savings and process efficiencies

  • Proactive engagement with Ofcom client groups including providing effective commercial advice

  • Deliver against challenging personal commercial targets, ensuring overall team delivery

  • Assist development of strategic sourcing initiatives, category management planning and implementation

  • Development of supplier relationship and contract management programme to deliver improved performance, innovation and efficiency and greater value for money

  • Collaborative working with Crown Commercial Services and other Regulators and Public Bodies where there are benefits to the Business

  • Line management responsibilities for the Systems and Data Analyst position, one Senior Procurement Manager position and other positions as may be agreed with the Head of Commercial

  • Provision of management and ad hoc reports

Essential Skills / Experience

  • Demonstrable public and/or private sector experience across a broad indirect commodity portfolio, with a focus on ICT
  • Demonstrable recent experience of managing the ICT spend category

  • Demonstrable recent experience of Public Contract Regulations and OJEU procedures

  • Demonstrable experience delivering step change improvement in commercial offerings

  • Demonstrable experience of leading and managing procurement projects

  • Successful development of strategic sourcing strategies

  • Knowledge and experience of OJEU practices, financial modelling, data manipulation and report generation

  • Ability to work effectively under pressure and deliver to deadlines

  • Ability to engage effectively at all levels within the Business and across specialisms

  • Ability to effectively represent Commercial at high level meetings including Operations Board, PMB and the main Ofcom Board

  • Proven contract and risk management skills

  • Proven procurement skills in securing savings

  • Line management experience

  • Excellent interpersonal skills including a capability to effectively influence outcomes

  • Excellent stakeholder management and relationship building skills

  • Qualified Member of the Chartered Institute of Purchasing & Supply (MCIPS)

Desirable Skills / Experience

  • Demonstrable experience of effectively managing procurement personnel/teams
  • Demonstrable experience utilising Crown Commercial Services and Government Digital Service Frameworks

  • Experience using BravoSolution etendering tool

  • Working knowledge of SAP, specifically SRM


  • MCIPS qualified
